Humanity First: Museveni Official Slams KCCA’s “Office Warmings” as Bobi Wine Feeds Kampala’s Homeless.

A tweet by Deputy Resident City Commissioner (RCC) Rubaga, Burora Herbert Anderson has ignited a debate about Kampala Capital City Authority’s (KCCA) approach to social responsibility. Anderson’s tweet criticizes KCCA’s alleged focus on “office warmings” and “contractual obligations” at the expense of community development and support for the homeless.

Anderson’s comments come in response to criticism leveled at opposition leader Bobi Kyagulanyi for sharing food with street vendors and homeless people in Kampala. Read more here.

Some have accused Kyagulanyi of political opportunism, while others have praised his gesture as a much-needed act of compassion.

Anderson, however, argues that Kyagulanyi’s actions expose a deeper issue within the KCCA. He claims that the City Council’s “Community Development and Social Responsibility” department is “at its weakest” and that budgets are prioritized for “contractual obligations” rather than community livelihoods.

Anderson further suggests that KCCA needs “both political and technical overhaul” and calls for a “fresh administration” in the next two years. He argues that city councils around the world prioritize providing meals, shelters, and rehabilitation for the homeless, and that KCCA’s budget should reflect this.

Anderson’s tweet has sparked a lively online discussion, with many Ugandans sharing their own experiences with KCCA and homelessness in Kampala. Some agree with Anderson’s assessment, while others defend KCCA’s record.

It remains to be seen whether Anderson’s call for an overhaul of the KCCA will gain traction. However, his tweet has undoubtedly highlighted the issue of social responsibility within the Ugandan capital and the challenges faced by the city’s most vulnerable residents.
