Hon. Thomas Tayebwa, the deputy speaker of parliament, has asked the minister of internal affairs to look into the Kasese District Local Government’s adoption of a bylaw that acknowledges homosexuals and transgender people.
On Wednesday afternoon, Hon. Tayebwa testified in front of the legislature that he had personally checked into the matter and found out that the Kasese District Council had approved the “access to HIV/TB Services by Law.”
“How can a local council pass a bylaw that contravenes the laws of the land? I want us to stand firm against this?” Said Thomas Tayebwa
The bill, according to Speaker Tayebwa, was supported by the Human Right Promotion Awareness Forum, an NGO under the direction of Bob Kyamanywa.
The purportedly pro-gay bylaw, according to Bukonjo West MP Hon. Atkins Katusabe, is not representative of the Kasese community.
Nilereports obtained a copy of the bylaw, which labels homosexuals and transgender persons as “Marginalized people.”
The topic of homosexuality was widely debated in parliament yesterday, and some lawmakers expressed concern about young schoolchildren being targeted by LGBT activists.
Tayebwa stated in his speech today that following the plenary yesterday, he had received multiple communications from parents around the nation sharing information about LGBT recruitment in schools.
